Why Indian Railways Charges on "Deemed Weight" Rather Than Scale Weight

Rule 1102 of the Indian Railways Commercial Manual (Vol II)

Many passengers are surprised when their 108 kg Honda Activa is billed as 150 kg, or their 185 kg Royal Enfield Classic is billed as 250 kg. Indian Railways uses standardized volumetric deemed minimum weight slabs because two-wheelers occupy fixed cubic space in the brake van and cannot be stacked:

1. Mopeds & Scooters (< 100cc to 125cc)
Deemed Min: 150 kg

Applies to all lightweight two-wheelers including Activa, Jupiter, Access, Scooty Pep, and TVS XL. Even if actual weighbridge scale shows 105 kg, the minimum chargeable tariff is 150 kg.

2. Commuter Motorcycles (100cc – 200cc)
Deemed Min: 200 kg

Applies to standard motorcycles including Hero Splendor, HF Deluxe, Honda Shine, Bajaj Pulsar 125/150, TVS Apache RTR 160, and Yamaha FZ.

3. Cruisers & Heavy Bikes (> 200cc)
Deemed Min: 250 kg

Applies to high-capacity motorcycles including Royal Enfield Classic 350, Bullet, Hunter, Meteor, Himalayan, KTM Duke/Adventure 390, and Bajaj Dominar 400.

Important Safety Rule: Empty Petrol Tank (Section 164 & 165 Railways Act)

Mandatory safety guideline for all two-wheeler bookings

Carrying inflammable dangerous goods like petrol in railway rolling stock is prohibited under Section 164 of the Indian Railways Act, 1989. It attracts:

  • A fine of up to ₹1,000 under railway safety regulations.
  • Imprisonment for a term of up to 6 months, or both.
  • Immediate confiscation of the motorcycle and refusal of parcel gate pass.

💡 Pro Station Tip: Arrive with just enough petrol to reach the station. Station porters outside the parcel office will siphon out your remaining fuel into canisters for ₹50. Keep an empty plastic bottle with you so you can buy 1 liter of petrol from the nearest fuel bunk upon arrival at your destination platform!

Frequently Asked Questions (FAQs)

Everything you need to know about Indian Railways two-wheeler parcel and shifting

Can I parcel my bike if the RC is registered under my father's or brother's name?

Yes, absolutely. You do not need to be the registered owner. You must carry the original RC (or DigiLocker/mParivahan document), 2 self-attested photocopies, insurance, PUC, owner's ID proof photocopy, and a signed No Objection Certificate (NOC) / Authorization Letter. Use our free NOC Generator tab above to create and print a compliant authority letter in seconds.

What happens if there is no direct train between my origin and destination station?

While Indian Railways Parcel Management System (PMS) technically supports transshipment hubs, ground parcel clerks strongly advise against indirect parcel bookings. Motorcycles often suffer deep dents, scratched fuel tanks, or broken mirrors during manual yard transshipments at intermediate junctions. It is 10x safer to ride or transport your bike to the nearest major direct train junction (e.g. Kalyan or Pune instead of Nashik for Bengaluru) and book direct.

How much does station packaging cost and who does it?

Packaging is done by licensed station porter contractors right outside the parcel booking office. Standard gunny bag packaging with cardboard protection costs ₹300 to ₹400. Premium packaging with 3-layer bubble wrap and handlebar/mirror foam padding costs ₹450 to ₹500. Always ensure mirrors are unscrewed and placed under the seat.

How many hours of free storage (wharfage) do I get after arrival?

Indian Railways grants 6 hours of free storage from the time the parcel is unloaded from the brake van into the destination parcel shed. After 6 hours, station warehouse charges (wharfage) of ₹10 to ₹20 per hour are levied. If booked as Luggage, collect your bike immediately upon platform arrival!

What is the transit insurance rate and is it mandatory?

Railway carrier risk under standard freight covers only ₹10,000. By declaring your bike's true invoice value (e.g. ₹60,000) and paying the 1% transit insurance charge (approx ₹500), Indian Railways is liable to compensate you for the declared value in case of transit damage or loss.
